Request for proposals closed for phase two of OPP detachment project on Manitoulin

MANITOULIN—The request for proposals for stage two of the Ontario Provincial Police (OPP) modernization project on Manitoulin Island has closed for teams to submit their bids to design, build and finance nine new police detachment buildings. Phase two of the (OPP) modernization project includes the new OPP detachment building to be constructed in Little Current.

“We closed the request for proposals this week,” Cary Mignault of Infrastructure Ontario told the Recorder last Friday.

Mr. Mignault explained that following a “fair, open and transparent request for qualifications process “that began in January 2017, three teams, Bird Capital Limited Partnership (Bird Capital), DBF Pomerleau Team and EllisDon Infrastructure Justice, were invited to respond to a request for proposals back in July.

Over the next several months, Infrastructure Ontario, the OPP and the Ministry of Community Safety and Correctional Services will evaluate the proposals, select a preferred bidder and then negotiate a final contract. A successful bidder is expected to be announced in mid-2018. A fairness monitor is overseeing the entire procurement process.

Mr. Mignault confirmed, “over the next few months we will be evaluating the bid submissions to determine the preferred bidder. This should be determined by the middle of the year.”
He explained the nine OPP building detachments will be constructed by the one company chosen as the preferred bidder. “Once the preferred bid is selected, we will negotiate a contract with them and hopefully they will sign on to construct all nine buildings.”
