Prequalified teams invited to bid on OPP modernization Phase II project

TORONTO—Infrastructure Ontario (IO) and the Ministry of Community Safety and Correctional Services (MCSCS) have released a request for proposals (RFP) to the three prequalified teams to design, build and finance nine new detachments for Phase II of the Ontario Provincial Police (OPP) Modernization project.

According to the OPP, teams were selected following a fair and open request for qualifications process that began in January 2017. The following teams were shortlisted based on their design and construction experience, as well as qualified personnel and financial capacity, to deliver a project of this scope and complexity. Those firms included Bird Capital Limited Partnership (Bird Capital), DBF Pomerleau Team and EllisDon Infrastructure Justice.

Teams invited to response to the RFP will begin preparing proposals that detail how they will design, build and finance the project. Once submissions are received, IO and MCSCS will evaluate the proposals, select a preferred bidder and then negotiate a final contract. A successful bidder is expected to be announced in mid-2018. A fairness monitor will oversee the entire procurement process.

The project includes the development of nine new OPP detachments to replace buildings at the end of their useful lifespan. One of the new detachments will be located on Manitoulin Island at 488 Boozeneck Road in Little Current, others will be located in the towns of Clinton, Mississauga, Hawkesbury, Marathon, Parry Sound, Fort Frances, Moosonee and Orillia.

IO and MCSCS are working together to deliver the new facilities, which will remain publicly owned, controlled and accountable.

“We are one step closer to nine new OPP detachments that will enable the delivery of the modern services that the people of Ontario deserve,” said Minister of Community Safety and Correctional Services Marie-France Lalonde. “Our government is committed to investing in infrastructure projects that are environmentally sound and help people in their everyday lives, including improvements to police services in

local communities.”

Minister of Infrastructure Bob Chiarelli said, “these projects will benefit communities across Ontario by creating jobs and economic opportunities while providing new detachments that will help the OPP continue to serve the people of Ontario.”
