New digital evidence slows criminal harassment trial

GORE BAY—Bill Concannon, 57, of Gore Bay, is facing two counts of criminal harassment following an investigation by the Ontario Provincial Police (OPP) Manitoulin detachment. The charges stem from complaints in Billings Township about ongoing unwanted communication.

Mr. Concannon, who manages the Facebook group ‘What’s Doin’ on the Manitoulin,’ was arrested on April 11. During the investigation, police seized his electronic devices, which are part of the evidence. The case has grown in complexity, with the defence recently receiving 300 pages of disclosure materials for review.  

At a November 20 hearing in the Gore Bay Ontario Superior Court, Mr. Concannon was not present. Justice Wolfe granted an adjournment at the request of the defence, which cited the need for additional time to analyze the late-disclosed materials and reassess the witness list.  

The case has been rescheduled for case management on December 10 as both parties work to finalize evidence and determine future court dates. The OPP investigation highlights the growing role of digital communication in harassment cases.
