Company shortlist made for new OPP detachment construction

TORONTO—Infrastructure  Ontario (IO) and the Ministry of Community Safety and Correctional Services (MCSCS) has shortlisted three teams to design, build and finance nine new detachments for Phase II of the Ontario Provincial Police (OPP) modernization project.

Following a request for qualifications process that began in January 2017, companies were shortlisted based on their design and construction experience, as well as the qualified personnel and financial capacity to deliver a project of this scope and complexity. One company is Bird Capital Limited Partnership, with developer Bird Capital Limited Partnership, architect NORR Architects, engineering teams of MCW Consultants Ltd., design-builder Bird Design-Build Construction Inc., and financial advisor Bird Capital Limited Partnership.

The DBF Pomerleau Team is another team on the list with developer Pomerleau Inc., architect, Roderick Lahey Architect Inc., TheVentin Group Ltd., engineering teams J.L. Richards and Associates Limited, design-builder Pomerleau Inc. and financial advisor Pomerleau Inc.

As well EllisDon Infrastructure Justice made the short list with developer EllisDon Capital Inc., architect WZMH Architects, engineering teams WSP Canada Inc., SmithGroup JJR, design-builder EllisDon Design Build Inc. and financial advisor EllisDon Capital Inc.

As reported previously, nine new OPP detachments will be built to replace buildings at the end of their useful lifespan. The new detachments include one on Manitoulin, to be located on 488 Boozeneck Road in Little Current.

As part of an ongoing fair, open and transparent procurement process, the shortlisted companies will be invited to respond to a request for proposals (RFP). IO and MCSCS will then evaluate the RFP submissions, determine a preferred proponent and work toward a final contract to build all nine detachments.

Cary Mignault of IO told the Recorder, “we have invited all three teams to provide RFP proposals for the project. The request for proposal will hopefully go out in the next month or so and take between six to eight months them to return their RFP proposal.”

“Once this takes place we will evaluate the proposals and select the best technical successful team bid,” said Mr. Mignault. “Generally the contract is awarded shortly after this is signed and the shovel in the ground will start the construction work to be done.”

“It is a big milestone getting to this stage,” said Mr. Mignault. “We are excited, this is big news because it puts the whole project on a bit of a timeline.”

IO and MCSCS are working together to deliver the new facilities, which will remain publicly owned, controlled and accountable.

Phase II of the OPP Modernization is being delivered using IO’s Alternative Financing and Procurement model and innovative way of financing and procuring large, complex public infrastructure projects.

“This investment is the next step in our plan to truly modernize policing services in Ontario,” said Minister of Community Safety and Correctional Services Marie-France Lalonde. “These new detachments deliver vital infrastructure improvements and will enhance the capability of the OPP to serve our communities and keep them safe.”

Minister of Infrastructure Bob Chiarelli said, “Ontario’s investments in infrastructure and modernizing policing systems and technology are key for communities big and small to thrive across the province. New detachments not only keep Ontarians safe but are part of the government’s plan to foster growth in our economy and improve the quality of life for all Ontarians.”
