Former Manitoulin OPP constable charged with fraud, money laundering

BARRIE—The three senior officers indicted of fraud in a scandal that rocked the Ontario Provincial Police Association (OPPA) have been formally charged, including Constable Martin Bain, formerly of the Little Current detachment of the Ontario Provincial Police (OPP).

Last week, the RCMP charged Karl Walsh, 52, James Christie, 48 and Martin Bain, 50, with fraud over $5,000 and money laundering following a 19-month investigation. All were employees of the OPPA. Also charged were Andrew McKay, 54, a Toronto lawyer, and Francis Chantiam, 60, of New Jersey.

Mr. Walsh held the position of CAO of the OPP union while Mr. Christie was union president and Mr. Bain, vice president.

The accused are scheduled to appear in a Toronto court on July 18.
