Sudbury area man among 4 charged in Guelph child pornography bust


GUELPH – On February 11, 2014 the Guelph Police Service commenced an investigation. As a result of this investigation by the Guelph Police Service a 34-year-old Guelph male was arrested. This male is currently facing thirteen criminal charges and will appear in Guelph court on March 7, 2014.

5. Distributing Child Pornography Section 163.1(3) CCC
6. Luring a Child Section 172.1(a) CCC 
7. Luring a Child Section 172.1(b) CCC
8. Making Sexually Explicit Material Available to a Child Section 171.1(1)(b) CC
9. Sexual Assault Section 271 CCC
10.Sexual Interference Section 151 CCC
11. Invitation to Sexual Touching Section 152 CCC
12. Make Child Pornography Section 163.1(2) CCC
13. Making Sexually Explicit Material Available to a Child Section 171.1(1)(b) CCC

Guelph Police also arrested a 23-year-old male, who is also a resident of Guelph. This male is currently facing two criminal charges and will appear in Guelph court on March 11, 2014.

1. Possession of Child Pornography section 163.1(4) CCC
2. Agreement/Arrangement – Sexual Offence Against Child section 172(2) CCC

The two males arrested by Guelph Police were known to the victims.

In the infancy of the investigation Guelph Police investigators recognized the magnitude of this case in that further victims and offenders outside the city were identified. As a result, a multijurisdictional team of investigators was assembled through the Provincial Strategy to Combat Child Exploitation on the Internet. The Provincial Strategy is comprised of investigators from various Police Services throughout the Province and operates as a result of a grant from the Ministry of Community Safety and Correctional Service. The Guelph Police Service has been a member of this body since its inception in 2007.

The assembled investigative team for project, “Nickel” is led by members of the Guelph Police Service Investigative Services and includes investigators from the Ontario Provincial Police (OPP) Child Sexual Exploitation Unit and the OPP Technological Crime Unit, the Greater Sudbury Police Service and the North Bay Police Service. A testament to the implementation of this team investigative approach is the swift arrest of two further accused on March 6, 2014.

A 44-year-old male and a 27-year-old male were arrested.

The 44-year-old male resident of the North Bay area is facing four criminal charges:
1. Access child pornography Section 163.1(4.1) CCC
2. Agreement or Arrangement – Sexual Offence Against Child Section 172.2(1)(a) CCC
3. Distribute child pornography Section 163.1(3) CCC
4. Possession of child pornography Section 163.1(4) CCC

The 27-year-old male resident of the Sudbury area is facing six criminal charges:

1. Possession of child pornography – Section 163.1(4) CCC
2. Agreement or Arrangement – Sexual Offence Against Child Section 172.2(1) (a) CCC
3. Invitation to Sexual Touching Section 152 CCC 
4. Luring a Child contrary to Section 172.1(1)(a) CCC
5. Luring a Child contrary to Section 172.1(1)(b) CCC
6. Making sexually explicit material available to a child Section 171.1(1)(b) CCC

In total 25 criminal charges have been laid against four males. The investigation is continuing and it is believed further victims and offenders will be identified.
